Zelensky Declares Absence of Explicit Defense Guarantee from Allies
Ukrainian President Volodymyr Zelensky says European allies have not given him concrete pledges that they will protect his country in the case of a future Russian attack.
"I continue to pose this critical question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.
These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.
However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.
Details of the Paris Talks
Following the negotiations in Paris, which included some 30 countries that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron later said thousands of troops may be sent.
Partner nations suggested that the US would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has not yet commented on the announcement made in the city of Paris.
Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.
Zelensky's Shifting Tone
Sir Keir described the joint statement as "an essential component of our commitment to stand with Ukraine for the foreseeable future".
He continued: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."
Zelensky hailed that agreement as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.
"However, until we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend first and foremost on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
One envoy stated the allies "largely finished" their work on agreeing security protocols.
Recently, Zelensky said a peace deal was "90% ready".
Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.
Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.
Moscow now holds about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the Donbas industrial heartland.
It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with more limited success.
